USD R&E seeks to enable better organization of ally, partner, and general innovation activities with particular relevance to international entities or agreements:
Overall Objective
Develop and implement a structured international collaboration model that enables USD R&E to leverage allied and partner-nation expertise, test environments, and acquisition frameworks to accelerate innovation and technology assessment. This LOE establishes pathways for multinational experimentation, co-development, and technology transitions that enhance joint force interoperability and strategic advantage. Facilitated pathways may involve any combination of public or private entity oriented on technology and capability objectives laid out by USD R&E.
Problem Statement
Current USD R&E models are focused on US based capabilities and problems and sometime have a difficult time transitioning into the international military communities. Greater focus needs to be placed on working with allies, partners, and improving general innovation activities with focus on international agreements. Today USD R&E runs multiple events, assessments and prototyping efforts. Support for these using a new model that opens up the international community is needed.
