Description
OUSD is requesting solutions to detect, deny, degrade, disrupt, or deceive surveillance and targeting of maritime surface vessels by threat actors in the electromagnetic spectrum operational environment (EMOE) to increase survivability of critical military and commercial vessels. The solution is intended to be deployed on multiple unmanned surface vessels (USV) from a variety of vendors, thus it needs to be modular, portable, rugged, maritime hardened, and easily integrated into USVs. The solution needs to operate alone and unafraid and also as part of a larger swarm of effectors through integration into autonomy frameworks. The solution’s modular nature should enable capabilities to be added or removed to best meet the mission requirements.
Overall Objective
To design, produce, and demonstrate non-kinetic solutions to reduce the capability of threat actors to surveil and target US forces and allies in the EMOE. Successful solutions will be able to demonstrate the ability to affect, disrupt, or deny an adversary’s ability to identify, track, and target key assets.
Problem Statement
US forces are tasked with providing support to key commercial vessels traveling in hostiles areas as the vessels traverse established shipping lanes. Threat forces in these regions are using various surveillance methods in the EMOE to identify, track and target vessels. The US forces need non-kinetic means to disrupt or deny the ability of threats to surveil and engage with key military and commercial vessels during operations.
