Description
The Department of Defense’s Defense Innovation Unit (DIU), is seeking qualified vendors to provide a data intelligence platform solution for defense acquisition insight and analysis. The selected platform will enable users to efficiently access and interpret acquisition-related information to assist DIU operations. This Request for Proposal (RFP) is designed to solicit solutions that enhance visibility into funding opportunities, program mapping, and transition pathways within the defense innovation ecosystem.
Overall Objective
Our objective is to partner with a provider who can: • Deliver a proven, secure data platform that aggregates and harmonizes open-source government data relevant to defense acquisition. • Has the potential to enable multi-stakeholder engagement by supporting diverse user needs • Support iterative development and co-creation of features and workflows tailored to government-specific requirements.
Problem Statement
Acquisition Intelligence Aggregation Requirement: Aggregate and curate acquisition-relevant data from multiple sources Capability: The platform should maintain robust and up-to-date acquisition data, supporting traceability and validation of key insights. Insight Generation and Reporting Requirement: Generate analytical insights related acquisition pathways, stakeholder mapping, and funding availability. Capability: The solution must provide dashboards and reporting tools that can support a range of acquisition decision-making scenarios. Program and Stakeholder Mapping Requirement: Detail programs, contracts, activities, and responsible offices across the defense acquisition environment. Capability: Users should be able to drill down into specific offices, programs, and contracts to understand connections and points of engagement. Structured Data and Ontology Management Requirement: Organize all acquisition data using a consistent, detailed ontology to enable seamless search, categorization, and relationship mapping. Capability: The platform must utilize a well-defined underlying data model and ontology, ensuring all information is structured, interlinked, and easily queryable to support advanced analytics and reasoning. Opportunity and Trend Analysis Requirement: Support identification of market opportunities, trends, and funding flows for diverse stakeholder groups. Capability: Platform must offer visualization and analytics capabilities for trend identification and opportunity sizing. Workflow Customization and Collaboration Requirement: Allow for co-development and customization of workflows and dashboards tailored to evolving government use cases. Capability: Vendor must support close collaboration for iterative development Access and Scalability Requirement: Meet government requirements and provide scalable user access across multiple teams and partner organizations. Capability: Platform must support cloud-based deployment with user management Mission Profiles The platform must support a variety of usage scenarios, including but not limited to: • Rapid assessment of funding opportunities and acquisition roadmaps. • Mapping capabilities to relevant acquisition programs and transition pathways. • Monitoring of acquisition activity and stakeholder engagement across the ecosystem. • Collaborative development of tailored workflows by government teams. Data Collection and Monitoring Requirements The solution must provide: • Data refresh and synchronization with external sources. • Filtering, export requests, and data visualization tools accessible to all user types.
